A Full-time CISO now earns a median $270,000 before bonus and benefits. Here is what a Virtual CISO costs a Canadian SaaS company or small business instead, and what Canadian rules add to the work.

Every few weeks a Canadian founder or business owner asks us the same question, usually right after a bank, an insurer or an enterprise prospect has sent a 200-line security questionnaire. What will a vCISO cost us, in Canadian terms?
Our vCISO Cost Guide answers the general question using benchmarks. This post answers it for Canada: Canadian salaries, Canadian regulators, and the exchange rate nobody mentions until the first invoice arrives.
A vCISO is priced by the hours of senior judgement you need each month, not by headcount.
IRM tier | Hours per month | Monthly price from | Approx per month | Approx per year | Usually fits |
|---|---|---|---|---|---|
Crawling | 15 to 20 | $2,000 | $2,800 | $33,600 | Pre-seed, first questionnaires, a policy set |
Walking | 20 to 40 | $4,250 | $5,950 | $71,400 | Seed, first SOC 2 or ISO 27001 track, GRC Solution |
Running | 40 to 60 | $6,950 | $9,750 | $116,800 | Series A and later, a seat on the leadership team |
Two notes on that table. Every price on our pricing page is a starting point. Hours are focus on business outcomes.
A retainer below about $2,000 a month buys basic templates and a monthly call. It does not buy someone who will defend your program in front of interested parties such as customers, regulators, insurers, enterprise clients etc.
Morgan McKinley's 2026 salary guide for Toronto puts CISO base salary at:
$220,000 at the low end
$270,000 at the median
$300,000 at the high end
That is base salary only. Bonus, benefits, employer contributions, equity and a search fee all sit on top of it. Add 20 to 30% for bonus and benefits alone, takes a median Full-Time CISO salary to roughly $325,000 to $350,000 a year before equity or recruiting costs.
Full-time CISO | IRM vCISO, Walking | IRM vCISO, Running | |
|---|---|---|---|
Annual cost | About $325,000 to $350,000 loaded | About $71,400 | About $116,800 |
Time to start | Often 3 to 6 months to hire | Within weeks | Within weeks |
Hours of leadership | Full time | 20 to 40 a month | 40 to 60 a month |
Can scale down | No | Yes | Yes |
A full-time hire still wins in one situation. If you need more than about 40 hours a week of security leadership, a fractional model stops being cheaper and starts being a bottleneck. Our Fractional CISO page explains how we size that line, and we will tell you when you have crossed it.
This is where a Canadian vCISO quote varies. The work is shaped by four sets of obligations, and each one adds effort.
Obligation | Applies when | What your vCISO has to deliver | Effort it adds |
|---|---|---|---|
PIPEDA breach reporting | You hold personal information in the course of commercial activity | A breach response process that reports to the Privacy Commissioner when there is a real risk of significant harm, notifies individuals, and keeps a record of every breach | Low once built |
Quebec Law 25 | You hold personal information about people in Quebec | A named person in charge of personal information, privacy impact assessments, incident reporting to the Commission d'accès à l'information | Medium |
OSFI Guidelines B-10 and B-13, in force since 2024 | You sell to a Canadian bank or insurer | Evidence for your customer's third-party and technology risk reviews, often with audit rights in the contract | Medium to high |
CyberSecure Canada | You want the federal SMB certification | Alignment to the CAN/DGSI 104:2021 (Rev 1: 2024) baseline controls and the certification audit | Low to medium |
The Office of the Privacy Commissioner's breach reporting guidance has applied since November 2018, and the record-keeping duty catches companies out more often than the reporting duty does.
If you sell into financial services, OSFI's Guideline B-13, in force since January 1, 2024, is the reason your bank customer's questionnaire got longer. The rule applies to the bank, but the evidence comes from you.
Across our Canadian engagements, the same five factors move the number:
How many frameworks you need at once. One SOC 2 track is a Walking engagement. SOC 2 plus ISO 27001 plus Law 25 is usually Running for the first six months.
Where your customers are. Quebec customers add Law 25 work. US customers add SOC 2 and sometimes HIPAA or state privacy laws. Customers in both places add both.
Whether you ship AI. AI features bring questions about model data, vendors and oversight. If buyers want a certificate, that is an ISO 42001 track.
What already exists. Written policies, an asset inventory and MFA everywhere can save a month. Starting from nothing costs more at the beginning.
Incident history. A recent breach or near miss front-loads the hours, because the first job is containment and the second is proving to customers that it will not happen again.
A retainer pays for leadership. It does not pay for the rest of the bill, so budget for these separately:
Tools, such as a compliance automation platform, endpoint protection and logging.
Penetration testing, which most frameworks and many customers expect at least once a year.
Your own team's time. Engineers implement controls. A vCISO designs them, prioritizes them and proves they work.
We turn work away for three reasons, and we would rather say so here than on a sales call.
You are pre-revenue and hold little sensitive data. Run our free Cybersecurity Baseline Assessment, which is built on the Canadian CAN/DGSI 104 baseline standard. Fix what it finds and revisit the question at your first enterprise deal.
You need one questionnaire answered, once. Buy a block of hours. A retainer for a one-off task is money you will resent.
You need a full-time security leader now. If you need 40 hours a week, hire a CISO. We will help you write the job description and interview the shortlist.
At the Walking tier, the first 90 days cost from $12,750, about $17,850. This is the order the work happens in:
Days 1 to 30. A baseline assessment, a risk register with the top ten risks agreed with leadership, and a PIPEDA-ready breach response process. Urgent gaps such as MFA, admin access and backups are fixed first.
Days 31 to 60. A policy set, a vendor inventory, Law 25 privacy impact assessments where they are needed, and a reusable questionnaire answer library.
Days 61 to 90. A 12-month roadmap with a budget, the first certification track started, and the first board or investor security report.
No. IBM's 2026 Cost of a Data Breach findings for Canada put the average Canadian breach at CA$7.11 million, the highest since the study began, and the average breach took 205 days to identify and contain. Companies that used AI and automation extensively in security averaged CA$5.5 million per breach, against CA$8.91 million for those that used none. IBM's 2025 findings added that breaches involving shadow AI, meaning AI tools used without approval, cost about CA$308,000 more.
